蔡宗烈強調，許多地區陸續傳出因流浪動物過多而衍生出的環境等問題，他呼籲民眾千萬不要惡意遺棄貓狗，若實在因家境等問題無法繼續飼養，可送至桃園縣動物保護教育園區安置，等待愛心人士認養。若住家附近若流浪貓狗數量多，已對民眾造成困擾，可請鄉鎮市清潔隊前來捕捉，千萬不要惡意殘害動物。
